YSEF is a government initiative to generate employment for youth across the country.
The government had invested the amount on youth through different local cooperatives and district branch office of Agricultural Development Bank Limited (ADBL).
However, these lenders have been facing difficulty in collecting principal amount and interest from the borrowers.
The Kalikot branch of ADBL is preparing to recover the amount from the borrowers treating them as government dues.
Dhanbir Budha, manager of ADBL's Kalikot branch, said they would first write to the borrowers, requesting them to pay installments and interest amount. "If they ignore our request, we will freeze their fixed assets," he added. "We will also publish names of such borrowers in the blacklist."
ADBL's Kalikot branch office has lent Rs 20,000 to Rs 60,000 each to 322 youth under YSEF on recommendation of Kalikot Chamber of Commerce and Industries.
Of them, only 17 borrowers have cleared their loans, while only 100 borrowers are paying installments and interest amount on regular basis.
The amount has to be returned in installments within three years.
Along with ADBL, eight cooperatives of the district have also issued loans to youth under YSEF.
