KALIKOT, March 18: Gore Kami of Kumalgaun -9 piggybacked his son and traveled to Manma, district headquarters of Kalikot to get the latter a disability identity card. His son had lost eyesight about a year ago.

It took him two days to reach the district headquarters. However, to his dismay, the Village Development Committee (VDC) Secretary Rambabu Rai was not in the office. He was informed that Rai would return to office after four days. Although the secretary was still in Manma, the office had remained shut.

Hundreds of people seeking the VDC services have been affected due to absence of the VDC secretary. "No one understands our plight," said Birendra Bahadur Buda, an elderly. "The secretary is having fun in the bazaar while we're left to wait for him for days."

The same VDC building houses offices for 11 different VDCs including Badalkot, Kumalgaun, Malkot, Syuna, Lalu and Mumra, among others. However, none of the VDCs secretaries are found in their offices, according to service seekers.

Officials at the District Development Committee (DDC) said eight of the VDC secretaries have gone for 'Mechi - Mahakali tour' along with some political leaders.

VDC secretaries are supposed to seek permission for holiday from the DDC.
