The District Development Committee, Saptari has failed to spend half the budget allocated by the government for implementation of development projects even as the fiscal year is approaching an end.
According to former DDC Chairman Dinesh Yadav, the failure to form district council and village councils can largely be attributed to the district´s dismal progress. He said the district has remained the worst performer for the last four years as the government officials manning local bodies are not carrying out their duties responsibly.
“On the one hand, development activities have slowed down, while on the other we might be deprived of budget in the coming years as we have not been able to spend the budget allocated by the government,” he added.
As per the Minimum Criteria Measurement and Work Performance report of the district prepared by the government last year, Saptari was listed among the worst performers for the last four years. Last year the district performed well in terms of Minimum Criteria Measurement but failed in Work Performance aspect.
Neighboring Siraha has also not received any government budget due to its poor performance. Dhanusha Mohottari, Sarlahi ,Rautahat Bara are among the 11 districts across the country failing in both Minimum Criteria Measurement and Work Performance aspects in the review.
However, Sunsari and Morang districts have fared better and had received 25 percent additional budget for their good performance.
