Rotational PMs the solution: UML spokesman

BAGLUNG, Jan 1: CPN-UML Spokesman Pradeep Gyawali has said the ongoing political deadlock should be ended by adopting rotational prime ministerial system.



The UML spokesman´s opinion has come at a time amid reports that UML Chairman Jhalanath Khanal himself is quietly exerting himself to bag the top executive post.



A UML faction led by Prime Minister Madhav Kumar Nepal and K P Oli is for forming a new government under democratic alliance led by the Nepali Congress and UML.[break]



"Taking the peace process to a logical end is not possible by isolating any of the two major forces -- Nepali Congress and UCPN (Maoist)," Gyawali told reporters at a press meet in Baglung on Saturday. "We can create conducive environment to end the peace process by forming a joint coalition and leading the government on rotational basis." He was of the view that incorporating more and more parties in the coalition can pave the way for cooperation.



He blamed top brass of the major parties for the failure to complete the constitution-writing and peace process on time.



"The need of the hour is to give priority to statute-drafting and peace process but the top leaders are running after power," he said.



Gyawali alleged that the Maoist leaders are responsible for premature termination of the high-level taskforce formed to settle disputes in constitution writing. He said the taskforce´s term couldn´t be extended despite its successfully resolving 127 of the total 210 disputes. "It shows that the Maoists are not willing to complete constitution drafting," he claimed.



He also accused the Maoists of obstructing army integration. "Maoists are not ready to resolve the integration issue because they want to keep their army intact as a bargaining chip against other political parties," he claimed.



Gyawali accused the Maoist leadership of accumulating a huge sum of money in the name of the combatants. He said while the Maoist party is collecting Rs 3,000 of the total Rs 7,000 from each combatant, the leadership was unable to ensure the fighters a future. "It has further complicated the situation," he said.
