The major political parties are, however, yet to begin formal talks to resolve contentious issues related to the peace process and constitution drafting before forging a national consensus. Rai argued that the parties could work out a calendar of events for the implementation of the peace process prior to forming a national consensus government. “Our team would formulate a concept paper on the proposal,” said Rai.
The Maoists, too, are positive about formation of a national consensus government based on rotational system. Party leaders close to Chairman Pushpa Kamal Dahal stated that the party is ready to go for the rotational system if that could lead to solutions.
“We are ready to discuss the rotational system if that could lead to solutions,” said Shakti Basnet, who is close to Dahal. Basnet claimed that his party being the largest in parliament should obviously lead the government. The Maoists have put forward the name of Baburam Bhattarai as the party´s candidate for the prime minister of a national consensus government.
All the senior leaders, coming out of parliament on Monday, emphasized the need for a national consensus government.
“We can forge minimum understanding on the issues of peace and constitution and form a national consensus government,” Bhattarai said, adding that formal talks on the issues would begin from Tuesday.

NC Parliamentary Party Leader Ram Chandra Paudel was also in favor of a national consensus government to conclude the peace process and constitution drafting, and claimed leadership of such a government. “A national consensus government could be formed under my leadership,” he said.
Similarly, President of the Madhesi People´s Rights Forum-Democratic Bijaya Kumar Gachchhadar stated that his party is for a national consensus government under the leadership of either the UCPN (Maoist) or the NC.
