This has adversely affected the municipality´s development works. The municipality has failed to run small-scaled development projects due to the fund crunch. “The budget has been misused,” said a municipality official.[break]
The Ministry of Local Development (MoLD) had provided Rs 26.4 million to the municipality last fiscal. In addition, the municipality collected Rs 12.5 million from its internal sources.
Of the total budget allotted by MoLD, Rs 19.5 million was supposed to be spent in development works while Rs 6.6 million was meant for administrative expenses. But the municipality requires Rs 40 million a year to pay salaries to its all staffers alone.
The municipality requires a total of 50 staffers to carry out its daily work. However, the municipality currently has over 200 staff. A majority of staffers do not regularly come to work. They just draw their monthly salaries. “Even if they come to the office regularly, they do not have much to do,” an official told Republica.
Most of the redundant staffers have been appointed by local development ministers. Once they get appointments, they do not resign even after the ministers leave their offices. They have time and again been agitating against the municipality´s move to dismiss them.
