Organizing a press meet on Friday at her ministry, Minister Sharma laid out a 39-point plan "for making the civil administration more efficient and accountable to the public," but she has neither presented a clear roadmap nor set a timeline for accomplishing the goals outlined in her plan.As per the plan, the ministry will develop an online application system for making transfers of civil servants more transparent and efficient. Likewise, the ministry plans to install latest technologies to make the Department of Civil Personnel Records more resourceful. However, the plan makes no mention of the deadline for developing the systems.
According to Sharma, the government employees who have overstayed on their deputation illegally will be called back to their original post. But she did not say anything on what kind of action would be taken against such unlawful officials.
According to the ministry, over 550 government employees sent to various government bodies by the ministry on official deputation have already crossed their deputation period but no action has been taken against them even though they have defied the ministry's appeal to return to their posts.
The plan also states that the election of an official trade union of government employees will be held immediately but does not assign any date for the election.
Minister Sharma said that the ministry will strictly implement the legal provision of sacking civil servants holding foreign residency permit. But the ministry does not have a proper mechanism to verify if a civil servant holds any kind of foreign residency permit.
There is a trend among civil servants of tendering resignations from their posts citing family or personal reasons because disclosing the possession of DV/PR may disqualify them from getting pecuniary and other benefits enjoyed by civil servants after they leave the job.
