The project is initiated under Rural Reconstruction and Rehabilitation Program run jointly by Chitwan District Technical Office and District Development Committee.
A large number of Maoist cadres gathered at the project office on the last day of the bid submission did not allow representatives of different companies, other than four companies, to submit their documents.
YCL´s district in charge Bhanu Neupane was seen standing at the main gate of the office and giving instructions to his members not to let representatives of the potential bidders from entering the office premises.
Four companies which are working closely with the Maoists were allowed to enter the office. One company, Hirachan-Anjana JV, had registered its bid on July 4.
A construction company called Kalika Consultancy could not submit the papers as the representative of the company, Anil Pariyar, was barred by the Maoists from submitting the papers.
Although the police were stationed outside the main gate, they kept a blind eye on Maoist activities inside the office. After Paiyar complained with the police, DSP Lokendra Adhikari said, “We were told to guard the gate but not inside.”
Pariyar later managed to enter the main gate but was stopped at the registration room and the Maoists threw away his tender documents.
“Kalika´s paper had come to the table once, but it was returned immediately. I don´t know what happened,” acting chief of the District Technical Office said.
The four companies include Santoshi Construction Services Pvt Ltd, Lohani & Brothers, Chandra & Basanta JV, Mahadev Khimti Swatika JV and Sunaulo Khimti Dhukuchu Bandana Bhagwati JV.
The tender was opened on Sunday itself but the project office has said it will take two to three days to announce the winner.
All works of the 23.5 km long road are to be completed in 18 months. Initial work for tar topping has begun with the assistance from some donors.
