"We decided to opt for the executive president to be directly elected by the people," said a Maoist politburo member who did not want to be named.
In its election manifesto, the Maoists had proposed for an executive president to be directly elected by the people. But the party´s last politburo meeting had reversed the proposal and floated a proposal for a "consensual system" in which the executive president would be elected by the unicameral "People´s Assembly".
According to the politburo member, the party floated the new proposal in order to forge consensus with other political parties on the system of governance to be adopted in new constitution.
The Maoist CC meeting began on July 6 and was supposed to conclude on Saturday. But meeting was postponed till Sunday after the leaders could not reach consensus on the distribution of responsibilities among the leaders.
According to party sources, the leaders opposed the proposal to induct Narayan Dahal, who is the brother of party chairman Pushpa Kamal Dahal, to the secretary of the Newa State Committee.
The party will finalize the distribution of responsibilities and the party´s code of conduct on Saturday. In the Maoist proposal, senior Maoist leader Mohan Baidya will take charge of the party´s schooling department, Krishna Bahadur Mahara the foreign affairs, Ram Bahdur Thapa the organization, Narayankaji Shrestha the parliamentary affairs and Barsa Man Pun the intellectuals´ department.
