Maoists delve into governance system

KATHMANDU, June 17: In its ongoing politburo meeting, the UCPN-Maoist has started debate on the system of governance in the country. In Wednesday´s meeting, politburo deliberated on whether the country should adopt a presidential system or go for a collegiate leadership. Some leaders argued that if the country adopted a presidential system, the executive power will be centralized in a single person, and said a collegiate leadership would be more democratic form of governance.



"We are holding debate on whether we should go for presidential system or a collegiate leadership," said a politburo member. He said that collegiate executive would be more democratic form of government. He argued it would be democratic to entrust a group of four or six with the executive power.



Altogether 14 member spoke on Wednesday. On the first day of the meeting on Tuesday, party Chairman Pushpa Kamal Dahal had presented a political document on the future course of the party arguing that a national unity government would bail the country out of the political crisis and pave the way for writing a new constitution on time.



Dahal´s document only talks of federal people´s democratic and people´s sovereignty without details, so the party started debate on the state structure based on the party´s draft proposal of the new constitution submitted to the Constitutional Committee of the Constituent Assembly. The Maoists have proposed three tier of federal system dividing the country into 13 provinces.



The leaders presented their opinion on the electoral system and the ways to mainstream the marginalized communities. The Maoist secretariat meeting on Saturday had decided to press for the rights of the locals to natural resources.



During the meeting, Dahal said it was just a rumor in the media that some members were preparing to present a separate paper.
