A meeting of the subcommittee, which is headed by UCPN (Maoist) Chairman Pushpa Kamal Dahal and represented by key leaders from major political parties, decided to adopt the mixed electoral system. [break]
The leaders are, however, yet to finalize the percentage to distribute between the proportional representative system and the first-past-the-post (FPTP) system.
A meeting of the CC, which is entrusted with the responsibility of preparing an integrated draft of new constitution, on Wednesday is likely to endorse the subcommittee decision.
Leaders said they are mulling over two options. A group of members are for allocating 60 percent of the total numbers for FPTP and 40 percent for proportional representation. But some CA members closely involved in settling disputes in constitution writing said they are likely to end up sharing 50 percent weightage to each system.

The meeting also fixed voting age at 18 years.
With the resolution of electoral system that remained as one of the knotty issues in constitution writing, the leaders have now agreed to concentrate their discussions on determining the system of governance.
The political parties have not been able to decide whether to adopt presidential system or Westminster parliamentary model or a system power-sharing between the head of state and the prime minister like in France or any other system of governance.
The leaders at the subcommittee agreed to expedite talks on future system of governance and held a meeting at Singha Durbar later in the evening.
“We agreed to hold informal, bilateral and multilateral talks among the major parties to resolve the remaining contentious issues including the system of governance,” NC leader Ram Sharan Mahat told reporters after the meeting. Leaders from major three political parties -- UCPN (Maoist), Nepali Congress (NC) and CPN-UML -- and United Democratic Madhesi Front (UDMF) were present in the talks.
He informed that the leaders also agreed to resolve other issues while seeking consensus on major issues simultaneously. “While continuing talks over serious issues like determining the system of governance, we will not shelve other minor issues," added Mahat.
