Kamal, 36, who had reached his first final of the tournament organized by the APF, came out all agressive against the six time finalist Jitendra, who had goine down against Kumar Adhikari in the previous edition's final.
In his six finals, Jitendra had won the tournament once.
"I went for an offensive strategy as I had nothing to lose. I was taking on younger opponent and he had had an edge over me in many tournaments before," said Kamal after his triumph.
"I had taken a long break from the game and made my comeback recently. Winning a major tournament after the gap feels very special. Jitendra's weakness was he did not opted for attacking gameplan but defended my powerplay."
On the other hand, Jitendra humbly accepted that he could not give a tough fight to Kamal.
"Though I was high on confidence, I just did not have answer to Kamal brother's agressive gameplan. I was no match to him. His fitness level and ferocity was way beyond mine," said Jitendra.
"It's not that I have not beaten him in the past. I have done that at different times. But today was his day. He is elder than me and I am happy for him."
The triumph bagged Kamal Rs 60,000 while Jitendra had to be content with Rs 30,000.
Meanwhile, team of Durja Kumar Rai and Durga Bahadur Kunwar of APF won inter governmental service events men's doubles title following their 6-3, 3-6 and 10-8 win over the team of Sanjay Jha and Pradeep Bikram Shah of Nepal Army.
