KATHMANDU, Feb 16: President Dr Ram Baran Yadav appointed four members in the Public Service Commission on recommendation of the Constitutional Council on Monday. President Yadav appointed Dr Kayo Devi Yami, Tika Dutta Niroula, Krishna Pokharel and Rajendra Prasad Sah as members in the PSC which is responsible for selecting people in most of the government services including Civil Service. PSC Chairman Tirtha Man Shakya administered the oath of office and secrecy to the newly appointed members in the presence of the president.
The president´s office made the announcement a day after it consulted with Cabinet Chief Secretary Dr Bhoj Raj Ghimire at the president´s office to settle dispute over disqualification of some candidates. The president´s office had asked the chief secretary to justify whether half of the PSC members have served in government service for more than 20 years as made mandatory by the constitution. According to a source at the Prime Minister´s Office, Chief Secretary Ghimire claimed at the president´s office that Dr Yami has served in the National Academy of Science and Technology and that it was government service.
Niroula is former secretary and Pokharel and Sah are university teachers. Parliamentary hearing special committee had sent back all the names back to the Constitutional Council after the members failed to endorse the names unanimously. As per the procedural law governing the hearing process, the members´ unanimous decision is mandatory for the Council. If consensus is not made, the Council can use its discretion.
