Speaking at the function, Nembang said the CA session will be summoned for deliberations on the preliminary concept and report soon. The CA session was earlier prorogued as the House had no business. Though the committee has forwarded the document to the CA for deliberations, the main political parties differed over the major issues involved.
The committee in its preliminary report has recommended a bicameral parliament but Maoists have written a note of dissent on it. The largest party in the CA has insisted on a unicameral federal people´s representative body with an executive president.
The committee has suggested delineation of 76 constituencies and has recommended 151-member House of Representatives. While the Maoists have demanded 245-member People´s Representatives.
Likewise, the Madhesi People´s Rights Forum has written a note of dissent demanding Vice President to chair the Upper House. Also, three women CA members have written a note of dissent demanding 50 per cent candidacy in first-past-the-post electoral system alone.
