Delineate provinces before statute: UCPN (Maoist)

KATHMANDU, July 12: Backtracking on its earlier stance, top leadership of the UCPN (Maoist) has decided mount pressure for delineation of provinces prior to promulgation of the new constitution.

UCPN (Maoist) Chairman Pushpa Kamal Dahal said he has been consulting leaders from the Nepali Congress (NC) and the CPN-UML on the issue of delineating provinces before promulgation of the new constitution.

Addressing a function organized by the student wing of the party wing in the capital on Sunday, Dahal directed student leaders to start campaign to mount pressure on the CA and political parties to delineate provinces before promulgation of the new constitution.

"It is possible to delineate provinces prior to promulgation of the new constitution," said Dahal. "I have asked NC-UML leaders to give the constitution a complete shape."

In the 16-point deal with the NC and UML, UCPN (Maoist) had agreed to entrust a commission with delineating and naming the provinces within the six months of the commencement of the new constitution.

Dahal also said that his party endorsed the draft constitution by giving up its agendas for fear of losing the achievements so far.

Addressing the function, senior leader of the party Baburam Bhattarai said he would extend full support to the campaign aimed at piling pressure on the CA to delineate provinces before the new statute is promulgated.

"UCPN (Maoist) has sought a constitution that clearly defines the boundaries of provinces and we should support all voices raised in this regard," said Bhattarai. He expressed discontent over the system of governance agreed upon in the draft statute. He also held the party leaders and cadres responsible for dissolution of the first CA.

UCPN (Maoist) Vice-Chairman Narayan Kaji Shrestha also stressed on delineating provinces prior to promulgation of the new constitution. "It would be great achievement if we can delineate provinces before promulgating the new constitution," he said.
