Lawmakers have been expressing their views over different headings of 10 ministries and four other bodies including Law, Justice, Constituent Assembly and Parliamentary Affairs, Peace and Reconstruction, Physical Planning and Transport Management as well as Office of the Prime Minister and Council of Ministers, National Planning Commission, Office of the President and Vice-President, among others.
Taking part in the discussion, lawmaker Janardan Sharma said that the Commission for Poverty Alleviation should not be kept under the Office of the Prime Minister and Council of Ministers, villages without physical infrastructures were declared as municipalities without any preparation, among others.
Another lawmaker Shanta Manabi said that programs protecting farmers were necessary and also demanded declaring pocket areas for agriculture development.
Similarly, Ganga Lal Tuladhar said that 53,000 kilometers road in local level are in dilapidated condition, locals life is at risk for lack of repair and maintenance of the roads and demanded implementation of Land use policy, while Raj Kumar Agrawal said that said that agro production has not been increased for lack of supply of fertilizer in an sufficient manner on time and a concrete program regarding promotion of industries should be brought.
Likewise, Ganesh Kumar Pahadi expressed sadness over government's failure to bring a concrete program uplifting living standard of people from backward society.
Lawmaker Ganesh Singh Thagunna stressed the need of blacktopping the Pushpalal highway and adopting Land-Use Policy for agriculture development.
Ramhari Khatiwada of the Nepali congress demanded arrangement of area administration office in hilly districts, arguing it was not right to blaming each other by members of the coalition government.
He also pointed out the need to make immediate arrangement of the services and facilities that people of remote areas get from the state though area administration offices.
Lawmaker Anuradha Thapa Magar complained of 'failure' to take action against the people found to have involved in women trafficking, adding that the trend to give impunity to those serving their time in jail has spread a negative message.
She also complained that despite the claim, 65 districts have yet to get blacktopped road links and that the process to expand road in the capital is moving at a snail's pace.
Lawmaker Kamala BK said that projects have yet to reach the districts housing Dalit and suppressed communities, and that the April 25 earthquake survivors have yet to get reliefs.
She also complained that there is no participation of women, Dalits and marginalized communities in the budget.
Similarly, Indra Bahadur Baniya accused some influential ministers of pouring the budget only in the districts, of which they were elected in the second Constituent Assembly elections.
He also drew the attention of the government, saying that the construction of the Kathmandu-Hetauda tunnel highway should be resumed at the earliest and the construction of Nijgad-based international airport should be in favor of Nepal.
Lawmakers including Baijanath Chaudhary Tharu, Gauri Kumari Kholi, Chandra Bahadur Gurung, Chhewang Tenjing Tamang, Jamindraman Ghale, Nawaraj Sharma, Tranudevi Gaire and Laxmi Thapa Paswan complained that the budget fails to address the aspirations of the people. RSS
