Dr Koirala filed a 12-point amendment proposal in the CA Secretariat on Friday. In his amendment proposal, Dr Koirala has sought removal of the term 'secularism' from the preamble, insertion of the word 'proportionate' before the term 'inclusive' in the Article 278 and insertion of a provision to establish separate bench within Supreme Court instead of a separate Constitutional Court in the Article 137.
Among other things, Dr Koirala has sought to insert the term 'pluralism', remove the term 'socialist-oriented' and provision to delineate federal provinces based on 'equal population' and 'geographical suitability', grant rights to mobilize army to the president and make the vice president also the head of the Upper House if the parties want to retain the post of vice president.
The move of Dr Koirala comes in the wake of NC forming a three-member taskforce headed by the party's chief whip Chin Kaji Shrestha to collect amendment proposals and submit them on behalf of the party after holding consultations with other major political parties. Meanwhile, NC chief whip Shrestha has directed Dr Koirala to withdraw his amendment proposal on Friday evening, according to a press note issued by the Prime Minister's Personal Secretariat.
As per the decision made earlier by the party, NC's CA members including Gagan Thapa, Udaya SJB Rana and others have submitted separate amendment proposals to chief whip Shrestha. The amendment proposals will be discussed with other major parties to secure two-thirds support.
Altogether 15 amendment proposals on the constitution bill have been registered in the CA Secretariat. Those filing the amendment proposal seeking Hindu state in the preamble of the new statute include RPP-N Chairman Kamal Thapa and RPP Parliamentary Party leader Dipak Bohora.
Likewise, CA members of the Rastriya Janamorcha Chitra Bahadur KC, Durga Paudel and Meena Pun have demanded abolition of federalism in the new statute. Similarly, CA members Ek Nath Dhakal, Milan Kumari Rajbanshi, Ram Kumar Rai, Shiva Lal Thapa and Yeshoda Kumari Lama have demanded retaining secularism in the preamble.
According to CA Secretariat, there have been a total 190 amendment proposals on 84 Articles and the preamble. Of them, Article 84 has received the highest number of amendment proposals with 11 amendment proposals registered already in the CA Secretariat.
