Maoist central leader Netra Bikram Chand said, “The meeting also decided to complete the process of unification with the CPN-Unity Centre (Masal) in the next one month.”
The Central Committee meeting on Tuesday will form a committee to settle the unification process.
Dahal’s paper was a joint document incorporating issues raised by party senior leader Mohan Baidhya, who had registered a dissent document at variance with Dahal’s during the National Cadres’ Assembly held in Bhaktapur in the last week of November.
The joint document pleads for a people-controlled multi-party democracy. It states that a multi-party democracy is not necessarily a parliamentary one. It stresses the strong presence of marginalized classes and women in the state structure. The document has set out the establishment of a People’s Republic as the ultimate goal of the CPN-Maoist.
On the economic front, the document stresses a state-led transitional economic system. It has underscored the need of private-public partnership for development.
The meeting, which resumed on Monday following a four-day adjournment, also decided to launch a National Awareness Campaign. During the campaign, Maoist leader Chand said, the party will organize meetings and deploy cadres for development activities across the country.
Monday’s meeting also discussed the party’s Code of Conduct, prepared by party’s Secretariat member Posta Bahadur Bogati. “The Code of Conduct will be endorsed at tomorrow’s meeting,” said another central leader, Devendra Poudel.
He said the meeting also discussed the issue of distributing responsibilities among party leaders. A majority of central leaders during the ongoing meetings demanded that an individual leader should not have dual responsibilities. They had urged the party leadership to distribute responsibilities among all party leaders.
“All these issues will be settled at tomorrow’s meeting,” said Poudel.
The Central Committee meeting resumes Tuesday morning.
