KATHMANDU, March 31: Communist Party of Nepal (Marxist-Leninist) has proposed five autonomous and a centrally- administered province as future administrative structure when new constitution restructures the country along federal lines.

Presenting his party’s concept on contents and features of the new constitution at the Constituent Assembly’s Constitutional Committee meeting Tuesday morning, party leader CP Mainali said Nepal must have Sagarmatha, Janakpur, Lumbini, Karnali and Seti-Mahakali provinces as well as centrally-governed Kathmandu provinces.

Mainali said all these provinces should be devoid of any type of religious or communal influence. “But ethnic identity should be limited to local autonomous areas,” he said. “If there is dominance of three-fourth population of single ethnic group, the particular area can be regarded as autonomous ethnic area.”

Mainali said such areas can be Bhojpuri, Abadhi and Maithiali among others.

Mainali also said his party is in favor of a directly elected prime minister as executive head with proper check and balance of power.
