CIAA acquits former army chief Thapa

KATHMANDU, Dec 26: The Commission for Investigation of Abuse of Authority (CIAA) Friday acquitted former Chief of Army Staff Pyar Jung Thapa, who was accused of abuse of authority and embezzlement of state funds during People´s Movement-II in 2006.



The Commission was unable to recommend action against Thapa as probing into cases against the army chief was not within its jurisdiction, said the CIAA in a statement. The Constitution of Nepal-1990, under which the Commission was formed, said army officials should be interrogated under the country´s Military Act. The Military Act does not allow the CIAA to carry out such interrogation, it said.



The CIAA said that it could also not recommend action against Thapa because the Office of the Auditor General did not find any arrears on his part.



The Raymajhi Commission, formed by the government to probe incidents of abuse of authority during People´s Movement-II, had recommended that the government take action against the then army and police chiefs, among other high-level officials.
