Nepal is small country with numerous national and international organizations contributing for nations development along with government institutions. The number of such organizations has sky-rocketed during recent times. The foreign aids and donations has been pouring in past nevertheless now. The recent Gorkha-Nepal Earthquake invoked greater need of INGO's and NGO's as government institutions vacillated, had to cope up with red tapes and beaurocratic hurdles. The work done by non-govermental organizations are praise worthy. They have reached to remotest parts for relief and rescue. They have significantly reduced people misery and hardship acted as messiah in various location.
But money deviates purpose of any entity. “ Paisa Dekhya Pachi Mahadev ko Tin Netra” is popularly true. World revolves around money as it has been essential for running life. Obvioulsy there has been business, issues of transparency and accountability, mishandling of relief materials. The umbrella organization of INGO's and NGO's working in Nepal as Social Welfare Council has decided to check and balance them. It wants to bring all of such organization under financial scanner by bringing financial transactions under government banking system(NRB). This is commendable if they genuinely want to bring change on financial irregularities.
Change of Guard and OBOR
We cannot truly rely SWC decision will create transparency and accountability for INGO's in Nepal. There will be lots of hurdles in way will SWC be able to devise such mechanism and has done enough homework for implementing such policy. We are very good at planning speaking and discussing. But we see execution at limbo. Do we have manpower of enough qualifications to handle it. Can we process financial need of organization at calculated pace, Will we be able to control corruption and irregularities within SWC. Lets just not make this a way for making people more corrupt. A way to delay INGO's work with red tapes and unnecessary paper works. We need to understand sentiments and financial hassle for INGO's who really want to make difference in Nepal. This must not be setbacks for them. Nepal government cannot single handedly develop country. This is good approach by SWC but it must be careful about making process hassle free, trustworthy, transparent and reliable.
