According to a press statement issued by the center in Kathmandu, the recommendations are based on the findings of Carter Center long-term observers from eight countries who reported on pre-election preparations across Nepal.[break]
The long -term observers will be joined by 51 additional short-term observers representing 27 countries to monitor voting and counting in mid-November.
The center has expressed concerns over unresolved issues surrounding voter identification, sporadic and increasing incidents of confrontations between supporters of rival candidates, and the looting of voter education materials.
It has also expressed concerns over uncertainty surrounding the activities and plans of poll-opposing parties, including the banda (strike) announced for Nov 11-20 and urges protesting parties to respect the right to freedom of movement and the right of all citizens to participate in public affairs.
Meanwhile, Eva Joly, the Chief Observer of the European Union Election Observation Mission (EU EOM), during her three-day visit to Nepal, suggested all stakeholders to engage themselves in the conduct of an inclusive and peaceful electoral process.
According to EU EOM, over 100 observers from all 28 member states as well as Norway and Switzerland will be deployed across the country to provide an impartial and objective assessment of the entire electoral process, reads the statement.
