Participants also drew attention of the government for the delay in appointment of the Chief Commissioner and Commissioners of CIAA and endorsement of the international treaty against corruption.

Law Minister Prem Bahadur Singh said that it is unfortunate that CIAA has been without key officials for long time. The treaty against corruption hasn´t been endorsed due to the present transition period, he said.

Former Chief Commissioner of CIAA Suryanath Upadhaya presenting a paper on constitution drafting and corruption control said that cases of corruption had started rising after the country saw conflict.

Stressing for incorporating Nepal´s past experiences in the fight against corruption instead of adopting provisions in foreign countries, he said that corruption cannot be controlled by making the CIAA powerful.

Former Speaker Daman Nath Dhungana said that the abuse of authority is a grave crime. "The corrupt takes more benefit, but causes less damage to the society, whereas the authority abuser takes less benefit, but causes great damage to the society," he said.
