All the 10 thematic committees and the Constitutional Committee were supposed to submit their preliminary reports at the CA on Thursday and the reports were to be tabled at the full House Friday.
But neither have the committees submitted their reports nor has CA Chairman Subas Nembang called the CA meeting for Friday.
As a result, the CA, which was to start discussions on the reports of all 11 committees from Friday, will not convene its meeting.
All 14 committees in the CA and the chief whips and whips of major political parties admitted on Thursday that they have missed the April 23 deadline for submitting the reports.
In a meeting called by the CA chairman, the committee chairpersons said they did not finalize the reports despite their serious efforts over the past few days. Four days ago, they had decided to work 10 hours a day studying the public´s suggestions and preparing a preliminary report.
The meeting could not decide whether to change the CA calendar or manage the time by reducing discussion hours for all the thematic committee reports.
"The CA calendar has allotted five days beginning Friday for discussions on each committee report," said CA spokesperson Mukunda Sharma. "The clause is flexible on the timeline but the CA has to reduce the discussion hours on the reports to complete the discussions within eight weeks."
The legislature-parliament is also going to be unable to prorogue its fifth session in the next 20 days as one-third of the extended deadline of one month has already passed. Except on two days, parliament has failed to enter its formal agenda.
