Blacklist non-performing Valley road contractors: House panel

KATHMANDU, April 14: Parliament's Development Committee on Monday asked the Ministry of Physical Infrastructure and Transportation (MoPIT) and Department of Roads (DoR) to blacklist the contractors who do not complete the ongoing construction work under the road expansion drive in the Kathmandu valley on time. It has also directed the authorities not to include them in future bidding processes.

The directive from the committee came at a time when construction work in several road stretches in the capital is moving at snail's pace due to negligence by contractors.Rabindra Adhikari, chairperson of the committee, said that the committee directed the authorities to blacklist the contractors as some contractors have been working carelessly without heeding the deadline.

Road construction work is underway from Singamangal to Bagbazaar for the past year and a half. As the work has not been completed, road users are facing difficulty. The Kathmandu Valley Road Improvement Project of DoR says that the construction work will be completed only by the end of the current fiscal year.

Likewise, the committee also directed the authorities to take action against those contractors who carry out construction work keeping construction materials haphazardly on the roadside for months, obstructing movements of daily commuters.

"In our country, there is no coordination among line agencies. So, I urge all the authorities to work in coordination and help DoR to complete the construction on time. Only integrated work by all the line agencies can ensure sustainable development," said he. Many times in the past, due to delay on the part of Nepal Telecom and Nepal Electricity Authority to relocate wires from expanded road, construction work remained halted for weeks along the Singamangal to Old Baneshwar road section.

Likewise, the committee has asked the DoR to list the inner roads to be expanded in the upcoming months and inform public about the expansion to the public through mass media.
