286 killed post CPA: NHRC

KATHMANDU, Nov 20: The National Human Rights Commission on Thursday said the implementation of the Comprehensive Peace Agreement was not satisfactory even after the completion of three years since the signing of the historic agreement. [break]



The commission also revealed that 286 people were killed by the state and non-state parties in the three years.



“Though there have been some positive initiatives towards implementing the Agreement, the implementation is not satisfactory,” the national human rights watchdog said in a report on Friday.



The agreement signed between then government and Maoists ended the ten-year-old Maoist insurgency and pave way for the peace process.



The epoch-making document had also promised to ensure people´s fundamental rights by both the parties to the agreement. But the NHRC report published on the occasion of the third anniversary of the CPA shows otherwise.



The rights body said altogether 286 people were killed by the state and the non-state parties after the peace agreement. The state was responsible for 107 killing and Maoists for 26. Fifty-three people were killed in different explosions.



The body complied the record on the basis of the complaints it received. Releasing the report, NHRC Chairman Kedar Nath Upadhyay said the number of killed might be higher.



According to the NHRC, it received 246 complaints of torture, beatings and inhuman treatment during the period, with the government being responsible for 198 cases and Maoists for 48.



Both the government and the Maoists continued to commit forced disappearances even after the agreement, said NHRC. Altogether 254 were disappeared by the government while the number of disappeared by the Maoists was 193 in the last three years.



NHRC has accused the government of keeping 215 persons in illegal detention while 88 people were displaced due to fear from the government. Similarly, the Maoist caused 82 families to be internally displaced while six families left their homes due to perceived threat from the government.



“These facts show that the parties to the agreement are not honest to their commitment,” the constitutional body said in the report.
