NC to hold Policy Convention in November

KATHMANDU, July 26: The ruling Nepali Congress (NC) is going to hold its General Convention (Policy Convention) in November. 

A meeting of the party’s office-bearers on Tuesday made a decision to this effect as per the decision taken by the party’s Central Working Committee (CWC). President Sher Bahadur Deuba has been entrusted with the responsibility of setting the date after holding further consultation with the party leaders. The NC CWC meeting has been underway since July 18.

Although the party’s statute does not provide for a policy convention, youth leaders within the party have been raising this issue. According to the provisions of the statute, an official stated that it was too late to hold the General Convention, and an agreement was reached to turn it into a Policy Convention. 

The CWC meeting is going to pass the proposal submitted by General Secretary Gagan Kumar Thapa on behalf of the CWC with amendments today. An agreement has also been reached in the office-bearers' meeting to form the departments proposed by General Secretary Thapa so that they do not repeat themselves.

The CWC will clarify the party's stance on the latest political situation in the country, including the implementation of the Constitution. The CWC is going to put forward various proposals for the participating government, including the NC, to work in favor of the people. 

The NC is going to publicize its official positions on a number of issues including price control and the issues concerning farmers and workers. The CWC meeting will decide to present the party in favor of good governance, transparency and accountability. 

But the NC has decided not to suspend its central member Bal Krishna Khand, who is in jail in connection with the fake Bhutanese refugees scam.

General Secretary Gagan Kumar Thapa proposed that any member of the party should write a dissenting opinion in the official meeting if there is no consensus on any proposal. 

The idea that the next meeting of the CWC should be scheduled immediately has also surfaced in the office-bearers' meeting. "According to the party statute, the next meeting will have to be held in September, and there is no agreement on that yet," said an office-bearer of the party.

Joint General Secretary Badri Pandey said that some proposals have been made and some suggestions will be made in the office-bearers' meeting to discuss what the CWC meeting will decide. The CWC meeting has been called at 4PM today at the party’s central office in Sanepa.
