BHARATPUR, Nov 1: A person who was granted amnesty by the president has been arrested  by the police on charges of kidnapping and making death threats and demanding a ransom of Rs 2.5 million.

Nepal Communist Party (NCP) co-chair Pushpa Kamal Dahal seems keen on granting amnesty to the perpetrators of 2015 Tikapur carnage.
