Prior to this the constitution should be amended to address the grievances expressed by the Madhesis, Tharus and Janajatis, Bhattarai said.
Talking to journalists in Birgunj on Saturday, Bhattarai said the promulgation of the new constitution is an achievement for the country even if it is still incomplete.
"The stalemate seen in the implementation of the new constitution should be avoided through amendment to it," Bhattarai said.
He further said that the economic development, good governance and inclusive proportional representation system are our major agendas to ensure equal rights for all the Khas, Dalit, Janajati and Madhesi communities.
He held that the delineation issue can be resolved by creating two provinces in the Tarai in line with the report submitted by the then State Restructuring Committee under the Constituent Assembly I and the Article 138 of the Interim Constitution of Nepal.
