Ruling alliance finalizes power-sharing deal, dispute remains over post of President

KATHMANDU, Jan 17:A power-sharing deal among the ruling coalition parties has been finalized.

According to sources, the allocation of government ministries and vital state posts such as the President, Vice President, Speaker and Deputy Speaker has been finalized. However, CPN-UML has alleged that Nepali Congress (NC) is trying to complicate things by fielding its own candidates for the post of president.

UML has accused NC of putting PM Pushpa Kamal Dahal in a moral dilemma.UML Deputy General Secretary Bishnu Rimal said, “The Nepali Congress is trying to make one of its leaders the country’s President by putting the Prime Minister in a moral dilemma.”

On the other hand, NC Spokesperson Dr Prakash Sharan Mahat also responded by saying, "We are confident that the promise given by the Prime Minister will be fulfilled. Everyone understands that the Nepali Congress is eyeing the post of President.”

After giving a vote of confidence to PM Dahal, NC is pressurizing the current power partners for the post in various ways. Some of them find this natural. Looking into the situation so far, among the power-sharing parties, the Nagarik Unmukti Party has not joined the government, while Janata Samajwadi Party has expressed its displeasure that it did not get the post of vice president.

However, according to the latest agreement, the ruling alliance parties have agreed on the following:

CPN-UML will get the post of President (all five years) but the Nepali Congress is mounting moral pressure on Prime Minister Dahal saying that they should get this post.

CPN (Maoist Center) will get the post of Vice President (all five years)

UML and Maoist (turnwise) – Prime Minister and Speaker (2 and a half years each )

Rastriya Swatantra Party (RSP) – Deputy Speaker

Distribution of ministerial portfolios: 

CPN UML – Ministry of  Finance, Ministry of Foreign Affairs, Ministry of Defence, Department of Land Reform, Ministry of Agriculture, Ministry of Women, Children and Senior Citizens, Ministry of Health and Population and Ministry of Youth  and Sports

CPN (Maoist Center) – Ministry of Physical Infrastructure and Transport, Ministry of  Communication, Ministry of Culture, Tourism and Civil Aviation, Ministry of Federal Affairs and General Administration

Rastriya Swatantra Party (RSP) – Ministry of Home Affairs, Ministry of Education, Ministry of Labor and Minister of State  for Health

Rastriya Prajatantra Party (RPP) – Ministry of Energy, Water Resources and  Irrigation , Ministry of law, justice and  parliamentary affairs, and Ministry of  Urban Development

Janamat Party – Ministry of Industry, Commerce and Supplies
