KATHMANDU, Aug 20: The Sudurpaschim Province Assembly passed the Provincial Civil Service Act Amendment Bill, 2079 today amid opposition from the ruling Nagarik Unmukti Party (NUP).
On Tuesday, during the Provincial Assembly meeting, members of the Provincial Assembly from the NUP and the CPN (Maoist Center) demanded that the Tharu (Rana/Tharu) community be allocated inclusive reservation quotas based on their population, stating that the bill goes against the sentiments and concerns of the Rana Tharu community.

However, Speaker Bhim Bahadur Bhandari announced that the Provincial Civil Service Act Amendment Bill, 2079 had been passed by a majority vote, based on a voice vote, even as the NUP members were surrounding the rostrum.
The amendment bill also saw symbolic protests from employees of the accounting group, who demanded the removal of the Under Secretary from the ninth group.
The Tharu (Tharu/Rana) community residing in Kailali and Kanchanpur staged a sit-in at the main gate of the provincial assembly, demanding that inclusive reservation quotas be allocated based on their population.
