The task force, which was formed four months ago, submitted the proposal claming that the system was massively misused. [break]
The taskforce was mandated to study and prepare a report and make recommendations for bureaucracy overhaul addressing 84-point demand of various trade unions. The task force submitted the report at the Office of Prime Minister and Council of Ministers (OPMCM) on Sunday.
“We recommended the government to scrap revenue group as it didn´t function properly,” said, Gautam, adding, “The revenue system also promoted discrimination among the government officials.”
According to State Minister Gautam, though the formation of revenue group was right in principle, it turned out to be boon to corrupt civil servants. Records at the MoGA show half of the total applicants demand transfer at the various revenue offices every year.
The Ministry of Finance (MoF), however, rejected the task force´s recommendation to scrap the group.
Joint Secretary at MoF Bishnu Lamsal, who was also a member of the task force, objected to the committee´s recommendation in writing. He said the recommendations shouldn´t be made hastily.
According to MoF officials, the current estimated numbers of civil servants under revenue group is 3,000.
The task force has also proposed the government to set up an “official trade union” in the civil service. “We, for the first time in the history have recommended to the government to set up an official trade union to keep bureaucracy free of political interference,” State Minister Gautam told Republica.
The task force has suggested the government to formulate a policy regarding the proposed official trade union and hold election within six months to choose leadership for the same.
According to Gautam, the task force has suggested the government to scrap the provision of automatic promotion after adjusting some 15,000 government employees promoted in under the same provisions.
“We have recommended to the government to first adjust 15,000 government staffs promoted under the provision and scrap it by amending Civil Service Act and Regulation to ensure transparent, scientific and competitive bureaucracy,” said Gautam.
The task force also suggested the government to make credible security arrangements for government employees across the country. “We suggested the government to provide security for those who are working under serious threat,” Gautam said.
