President Bhandari, who hosted a dinner party for top guns of the major political parties including Prime Minister KP Oli, was worried about the crisis in the country, said a leader attending the dinner.
“She expressed concerns about the delay in the endorsement of the reconstruction authority bill and poor progress made in solving the Madhes crisis,” said UCPN (Maoist) Vice-Chairman Narayan Kaji Shrestha.
Leaders from the main opposition Nepali Congress (NC) were absent in the meeting. Top guns from ruling CPN-UML, UCPN (Maoist), Madhesi Peoples Right Forum Democratic (MPRF-D) and Mahantha Thakur from the agitating Tarai Madhes Democratic Party attended the meeting.
Bhandari suggested to endorse the reconstruction authority bill and to address the Madhes movement at the earliest, said Shrestha. In response, leaders informed that negotiations are in progress to endorse the reconstruction authority bill and address the Madhes movement.
Meanwhile, main opposition Nepali Congress (NC) has proposed including constitution amendment bill in second order, after reconstruction authority bill, in the House business, for a win-win resolution of the House obstruction.
In a meeting with leaders from the ruling parties, summoned by Speaker Onsari Gharti at Singha Durbar earlier on Monday, NC Vice-President Ram Chandra Poudel had proposed the idea, said NC chief whip Chinkaji Shrestha. “We have proposed including the reconstruction authority bill in first priority and the constitution amendment bill after that, so that the first bill gets endorsed and the House might be obstructed later on,” said Shretha.
However, ruling party leaders have proposed convening two meetings on the same day and tabling both bills separately - the reconstruction authority bill in the first meeting and the constitution amendment bill in the next meeting.
“The agitating parties do not agree to include both the bills together under any pretext and the NC does not agree to separate them,” said a leader.
Leaders have agreed to hold a meeting with the agitating parties on both options, before the parliament meeting scheduled for Tuesday afternoon.
