KATHMANDU, Jan 28: In an effort to maintain up-to-date records, the Home Ministry is now set to computerize the personal details of both serving and retired police personnel.

Officials at the Police Personnel Book Keeping Office (PPBKO) said they are preparing to computerize the details of about 84,000 serving Nepal Police and Armed Police Force personnel, as well as some 3,000 serving under the National Investigation Department (NID). The PPBKO also maintains the records of about 35,000 retired police and NID personnel. [break]

Lack of computerized details of police personnel is causing unnecessary hassles and delays while providing gratuity, pension, and treatment expenses, and also in adjusting salary grade amounts. Police personnel details are also important for timely promotion and retirement.

At least 200 police personnel from various parts of the country serve almost round-the-year on Kaaj (deputation) at the PPBKO, just to help keep the correct details of police personnel serving in their respective units. The records are currently maintained manually.

Under Secretary Uddhav Bhattarai, the chief of PPBKO said they are planning to use the software used by the Civil Service Book Keeping Office (CSBKO) with some modifications to suit the PPBKO’s specific needs. “The government has allocated a necessary budget this year for the purpose,” he said. “We plan to introduce it very soon.”

The PPBKO asked Rs 7.6 million last year to develop software for maintaining the data. However, the National Planning Commission (NPC) requested that the PPBKO could use the same Personnel Information System (PIS) software being used by the CSBKO. In its budget this year, the government has allocated 600,000 for developing the Police Personnel Information System (PPIS) with the necessary modifications.

The PPBKO has already acquired 12 computers during the last fiscal year.

Bhattarai said the police personnel, who come to Kathmandu for the purpose, could be mobilized for regular policing once the data is fully computerized. “This will also make us able to provide up-to-date information about the police personnel,” he added.
