Parties toward agreement<br/>Big 3 to meet again Wednesday

KATHMANDU, July 1: After rounds of meetings Tuesday, major ruling parties, mainly the CPN-UML and the Nepali Congress (NC), are inching toward an agreement with the main opposition Unified CPN (Maoist) for ending the parliament impasse.



The parties moved closer on compromise after Prime Minister Madhav Kumar Nepal intensified consultations with ruling and other political parties Tuesday. [break]



The main opposition UCPN (Maoist) has been obstructing House proceedings ever since the Maoist chairman and erstwhile prime minister, Pushpa Kamal Dahal, stepped down from the government on May 4 over the army chief row, protesting the presidential move reinstating the army chief.



Prime Minister Nepal is ready to address in the House responding to Maoist concerns. But the NC, UML and Maoist party have differed over the language to be used in the prime minister´s address about the army row and the president´s move.



Maoists are insisting that the address should mention the president´s move as "unconstitutional", but NC is entirely against this.



Nepal met NC President and former Prime Minister Girija Prasad Koirala at the latter´s residence in Maharajgunj on Tuesday morning to discuss the matter.



During the meeting, top UML and NC leaders agreed to mention "the government is concerned over president´s move" in the prime minister´s address.



But the Maoists are unwilling to change their stance. The three-party -- NC, UML, UCPN (Maoist) -- meeting held at Singhadurbar in the afternoon ended inconclusively.



A meeting of all 25 political parties represented in the Constituent Assembly (CA) called by prime minister Tuesday evening asked the three major parties to resolve the issue through dialogue.



The three parties are scheduled to meet again on Wednesday morning.



"Probably we will reach an agreement at the three-party meeting tomorrow (Wednesday) on ending the impasse," said NC´s Ram Chandra Poudel.



Prime Minister Nepal after getting mandate from the all-party meeting reached Maoist deputy parliamentary party leader Narayankaji Shrestha´s residence in Lalitpur.



Leaders said the meeting was fruitful. "We made significant progress today. We have moved much ahead than day before yesterday. The prime minister is now ready to mention the army chief row in his address which is a progress. We have yet to finalize some other issues and talks are moving positively," Shrestha said.
