KATHMANDU, May 15:  The Foreign Study Permit Branch, operating under the Ministry of Education, Science, and Technology, has introduced online arrangements for issuing no objection certificates (NOCs). A program was held at the NOC office on Monday to launch the online platform for acquiring approval letters for studying abroad. Students, who have been receiving partial online services since August 28, 2020, will now have access to complete online services starting from May 15.

During the program, Education, Science, and Technology Minister Ashok Kumar Rai expressed appreciation for the fact that students no longer need to seek parental assistance to obtain an NOC. They can now fill out the form and print the certificate from their own homes. Additionally, students can pay the required fees for the NOC form online. Minister Rai mentioned that although 40 percent of the process remains to be completed, efforts are being made to reach 100 percent completion soon.

He stated, "It is commendable that students can independently fill out the form and print the certificate without relying on their parents. It's also great to have a system in place for online payment. We haven't reached 100 percent yet, but we are gradually working towards it. The Ministry of Education will take charge of this process and ensure its continuity and regularity."

According to sections 7(3) and 7(4) of the Foreign Study Approval Guideline of 2079, the service has been streamlined to be faceless, cashless, and paperless. This allows recipients to download their foreign study approval letters electronically.
