NC proposes owning all past agreements

KATHMANDU, Oct 16: The Nepali Congress (NC) has proposed owning all the agreements on constitutional issues reached in the previous Constituent Assembly (CA) while drafting the new constitution.



In the election manifesto to be finalized in the next few days, NC has maintained that the new CA should deliberate only on contentious issues that eventually led to the dissolution of CA in May, 2012, according to an NC leader involved in drafting the party´s election manifesto.[break]



Political parties were at odds over the number, names and the boundary of federal states, system of governance and electoral system in the erstwhile CA. The parties had failed to arrive at consensus on these key issues despite several rounds of negotiations.



While upholding the idea of mixed electoral system with certain measures to make those elected under proportional electoral system accountable to the people, the NC has remained firm on its stance on the system of governance that includes parliament-elected executive prime minister and ceremonial president.



“A mixed electoral system ensures inclusiveness of all groups in parliament. But we are for making those elected under First Past the Electoral System accountable to the people,” the NC leader told Republica asking to be unnamed.



On the issue of federalism, NC has proposed seven-state federal model as its priority. “This is our priority but we will remain open even to other models that are economically viable,” the NC leader said. Earlier, the NC Mahasamiti meeting held in April in Nawalparasi had asked the party to adopt seven-state federal model while keeping other options open.



However, NC has proposed giving concerned provincial assembly the authority to name federal states. Major political parties in the previous CA were sharply divided over whether to name federal states based on ethnicity or geographical or historical identity of the province concerned.



While maintaining that the new CA should be able to draft new constitution within a year of election, NC in its manifesto is preparing to unveil its plan of action for the remaining four years in government. “We have proposed that the new CA after completing its task of drafting constitution should function as a full-fledged parliament. Accordingly, we are preparing to unveil our sectoral plans and program for the next four years in various areas such as education, health, electricity and road networks,” the leader further said.



Party leaders said the manifesto will be unveiled after the party president Sushil Koirala, who is currently outside Kathmandu, formally endorses the document finalized by the election manifesto preparation committee.
