The decision of President Deuba to take initiative to form new government comes almost a week after the party's Central Working Committee (CWC) meeting took a decision to take initiative to form new government under the party's leadership. The CWC meeting had also sought resignation of Prime Minister Oli, arguing that he had lost moral grounds to stay in the post of prime minister after he took unconstitutional move to dissolve the House of Representatives(HoR). The parliament dissolution move was later overturned by the Supreme Court.
