Leaders vow to speed up statute-drafting

KATHMANDU, June 23: Top leaders of the three major political parties -- UCPN (Maoist), Nepali Congress (NC) and CPN-UML -- held a meeting on Wednesday to discuss the agenda of constitution writing. This is the first such meeting after the parties agreed to extend the Constituent Assembly (CA) term on May 28.



At the meeting that was held at the CA hall in Baneshwar upon CA chairman Subas Nembang´s call, leaders agreed to find ways to take the constitution writing process ahead.

Nembang urged the top leaders to take the statute drafting process ahead by ironing out differences that had surfaced while preparing the preliminary draft reports. [break]



“Stating that there was no alternative to finding solution from the three-party leaders, Chairman Nembang urged the leaders to help forward the preliminary draft reports to the Constitutional Committee (CC),” Ek Raj Bhandari of the UCPN (Maoist), who was present in the meeting, told myrepublica.com.



Though all the eleven thematic committees in the CA have prepared their preliminary draft reports and submitted them to the CA, only three of the reports have so far been forwarded to the CC that is entrusted with preparing an integrated draft report.



The thematic committees have prepared preliminary drafts with two or more options open on several provisions that the parties have failed to finalize. The parties have differed over whether to opt for a presidential or a prime ministerial system, a bicameral or unicameral parliament, judicial independence, the model for state restructuring and number of provinces, among other issues.



The CC a few months back had asked the top leaders to resolve some 16 major contentious issues. Eight reports were sent to the Preliminary Drafts Study Committee months back but it has failed to sort out the differences.



Some leaders argued that there is no point in withholding the reports in the study committee. “This option was also discussed in the meeting as one of the possible ways to take the process ahead,” said a leader present in the meeting.



Maoist leaders insisted that implementation of the three-point agreement that was reached among the three major parties while extending the CA term was a must to make progress in statute drafting process.



“Leaders underscored the point as the three-point pact is interlinked with constitution drafting. Leaders from all sides agreed that the pact should be implemented,” Bhandari said.



Leaders have decided to hold the next round of meeting on Sunday after holding intra-party discussions on finding the ways to forward the reports ahead.



The leaders also discussed the issue of preparing CA calendar. Before extending the CA term on May 28, the secretariat had made readjustment in the calendar for the tenth time.
