KMC’s negligence: Elderly allowance paid even after death

Due to negligence by Kathmandu Metropolitan City (KMC) officials, social security allowance was found to have been given even to individuals who have already died in the city. According to the latest report of the Office of the Auditor General, it is mentioned that social security allowance was paid to deceased individuals in the metropolitan area.

KATHMANDU, June 15: Due to negligence by Kathmandu Metropolitan City (KMC) officials, social security allowance was found to have been given even to individuals who have already died in the city. According to the latest report of the Office of the Auditor General, it is mentioned that social security allowance was paid to deceased individuals in the metropolitan area.


“The metropolitan city recorded expenses for allowances without deducting the amount for some beneficiaries who had passed away,” the report stated, “Based on the deduction details submitted by the metropolitan city, sample checks showed that an excess amount of Rs 2.335 million was paid to various beneficiaries."

Clause No 9 of the Social Security Allowance Distribution Procedures, 2077 BS, outlines the eligibility criteria for receiving social security allowance. Furthermore, Rule 13 of the Social Security Act, 2076, provides for the removal of names of individuals receiving the allowance, and Sub-rule 4 specifies that if allowance is received contrary to the act, it should be recovered from the concerned individual as government dues.


The report has drawn the metropolitan city’s attention, stating that the excess amount paid should be recovered from the respective individuals.
