SURKHET, Dec 7: The Karnali Province Planning Commission has started discussion on the final draft of the second five-year plan (2081/82 BS to 2085/2086 BS) with the target of achieving 9.9 percent economic growth by the end of the five years.
The first five-year plan had projected an 8.8 per cent economic growth rate in the province. However, the province posted an economic growth rate of only 4.1 percent during the period of the first five-year plan that ended this year.
The Commission has also released the five-year investment framework as per which Rs 5,202 billion investment has been projected in agriculture, industry and service sectors in Karnali province.

As per the forecast, 17 per cent of the total investment is required in the agriculture sector. Of the total investment forecasted in the agriculture sector, the planning commission has predicted that 62.2 percent will be received from public investment, 33 percent from private investment and five percent from cooperative sector.
The five-year plan forecasts an investment of 36 percent of the total investment in the Industry sector, of which, 48 per would come from public investment, 49 percent from private sector and three percent from cooperative sector.
Similarly, in the service sector—the plan has predicted 46.6 percent of the total investment, of which, 49 percent would come from public investment, 46 percent from private investment and five percent from cooperative investment.
For establishing a prosperous Karnali, the Commission has planned some game changer projects. The periodic plan will be focusing on six projects relating to production and employment based on green economy; land management and cooperative; minerals; industries and commerce and tourism.
The plan was shared by Vice Chair of the Commission, Surya Nath Yogi. The draft mentions that good governance would be established by building a productive and employment-oriented economy and a prosperous Karnali province through social justice.
