'Invite strategic partner to bail NAC out from crisis'

KATHMANDU, Feb 21: A high-level taskforce formed to suggest restructuring of ailing state-owned Nepal Airlines Corporation has decided to recommend the government to divest heavily from the national flag carrier.



"The government must limit its share in NAC to 19 percent from present 100 percent," said Murari Bahadur Karki, coordinator of the taskforce, disclosing the major recommendations that his team has worked out. [break]



Elaborating further on the team´s suggestions, he told myrepublica.com that the taskforce has decided to suggest the government to convert NAC into a company under public private participation, calculate its existing property as 49 percent stake and induct strategic partner, inviting 51 percent share from it.



Of the total existing shares, which should be converted into 49 percent stake, the team is suggesting the government to retain only 19 percent stake in the NAC and issue 15 percent shares to the public through initial public offering (IPO). It is also pushing for handing over another 10 percent stake to tourism entrepreneurs and remaining 5 percent to the employees.



Karki said that the taskforce, which the Ministry of Tourism and Civil Aviation (MoTCA) constituted about a month ago, will soon finalize the report and submit it to the government. Sources said that NAC has already forwarded letters to the aircraft manufacturing companies for carrying out the valuation of aircraft it has in possession at present.



"We are waiting for the latest property evaluation report of NAC for finalizing our report. As soon as we get it, we will conclude our report and submit it to the government," said he.



The recommendation of the taskforce to convert NAC into a company and induct the strategic partner is not new though. Various studies commissioned by the government in the past too had put forth their suggestions in the same line. What is new though is it has worked out a clear cut stake for converting NAC into the company.



"Conversion of NAC into a company and streamlining of its structure and operations is very necessary if we are to pull out the national flag carrier from long running depression," said Karki.



Like the past taskforces, Karki added that his team was also urging the government to keep NAC free from political interferences of all forms.



"Present dismal performance of NAC and derailment of reforms in NAC has to do with political interferences made with vested interests," Karki stated.



The taskforce is also suggesting the government to let the company retain the authority of using national flag and rights of cargo handling.



Since 2000, the government has commissioned six different studies for restructuring and reforming NAC. Even though their major recommendations were almost similar, the government never actually implemented their suggestions.
