Addressing a gathering at Dhanusha on Monday, Dahal said that these days he felt guilty on failing to promulgate the new constitution even as the term of the CA was extended by two years.
“The constitution would have certainly been promulgated had I, as a head of the dispute resolution sub-committee, forwarded the contentious issues for voting in the House a week before the CA term expired on May 27 [2012],” said Dahal. [break]
He further said that it was a blunder not to take a right decision in the right time, and that the country suffered a huge loss due to the same reason. He claimed that he would be guided by the past lessons when he would be working for the new constitution.
He reiterated that he would work to produce a draft of new constitution within six months after holding new CA election in November 19, and to promulgate the new statute within one year after the polls.
Dahal said the parties would go for voting to decide on the disputed issues instead of wasting more time in the name of forging consensus if they fail to prepare a draft within six months after the election.
