KATHMANDU, Jan 28: In just nine days since the parliament’s budget session was prorogued, the government has decided to introduce a number of ordinances and regulations. Cabinet meeting on Wednesday decided to introduce Investment Board Ordinance, Special Economic Zone Ordinance and Disappearance Commission ordinances, said Information and Communications Minister Krishna Bahadur Mahara.
The cabinet also decided to make all the government services inclusive through a new ordinance. As per the decision, an ordinance will be promulgated to reserve 45 percent seats while making fresh recruitment in all the government services. “Out of the reserved seats, 32 percent will be reserved for janajatis, 28 percent for Madhesis, 20 percent for women, 15 percent for dalits and 5 percent for people in backward regions,” said Mahara. The reservation will be guaranteed through the ordinance to amend some acts related to public services.

To define the term of Madhesi, a taskforce headed by Law, Justice and Constituent Assembly Affairs Minister Dev Prasad Gurung has been formed. The five-member taskforce comprises General Administration Minister Pampha Bhusal, Local Development Minister Ram Chandra Jha, Commerce and Supplies Minister Rajendra Mahato and Education Minister Renu Yadav. The taskforce will recommend to the government definition on Madhesi and sort out who falls under the "Madhesi" category.
Mahara also informed that the cabinet has decided, in principle, to amend the Social Conduct Reforms Act through an ordinance. The ordinance aims at controlling extravaganza in parties and the tradition of dowry, as promised by Prime Minister Pushpa Kamal Dahal in his address to the nation Sunday evening. The meeting decided to enforce all the commitments made by PM Dahal within a certain timeframe. "Most of the commitments will be implemented within the end of Magh (mid-February)," said Health Minister Giriraj Mani Pokharel. The meeting was focused on how to implement the PM´s commitments, he said.
According to Mahara, the cabinet meeting decided to accept Asian Development Bank grant to build the South Asia Sub-regional Information Highway.
The meeting also decided to develop single account keeping system in the government offices to maintain transparency of the government spending. “This system will be introduced in Lalitpur and Bhaktapur districts immediately,” Mahara said.
Two secretaries transferred
Meanwhile, the cabinet decided to transfer Babu Ram Acharya, secretary at the Ministry of Land Reforms and Management, to Office of Prime Minister and Council of Ministers. Dr Keshav Kandel, acting secretary at Emancipated Kamaiya Rehabilitation Commission will replace Acharya.
