He, however, wished that the new constitution would see the light of the day soon enough.
“I have strict limitations. I seriously request leaders from Nepali Congress (NC), CPN-UML and UCPN (Maoist) to come together to resolve the political deadlock,” said the president addressing the national conference of lawyers at Ratna Nagar, Chitwan on Thursday.
Stating that the country is mired in chaos and corruption, the president urged leaders from all the political parties to act responsibly to improve the situation.
“As a guardian and protector of the constitution, I have a duty to safeguard the country if the political parties fail to produce a new constitution,” he said.

He said that it was the duty of the NC and UML to take initiatives to forge consensus among all the political parties, including those not represented in the CA.
The president suggested to major political forces to draft the new constitution retaining the spirit of the interim constitution, which was drafted in consensus in 2007.
The president also expressed serious dissatisfaction at the ruling coalition's failure to ensure good governance. He said at the gathering that the government wasn't paying heed to his suggestions with regard to addressing the people's serious concerns.
“It is not only the constitution making front, the government has also failed to deliver in other sectors of public concern,” he said. “I have drawn the attention of the government to these issues and several other serious matters. But the government has paid no heed,” he added.
Addressing the same gathering, CA Chairman Subas Nembang argued the political parties have not entirely failed to settle disputes in constitution making. “They have failed accomplish the task as they haven't worked toward that end sincerely,” he said. He stated that he proposed several alternatives to the political parties but couldn't convince the leaders.
“I offered to prepare a draft of new constitution within 10 days. I also deferred the CA meetings to give the parties plenty of time to forge consensus, but to no avail," he said. “Neither did they allow me to prepare a draft constitution nor did they accomplish the task on their own.”
Over 3,000 lawyers have gathered for the national conference that is expected to offer some concrete ideas in constitution making.
