The Department of Foreign Employment (DoFE) had found almost all orientation firms to have been violating the guideline that aims at strengthening the quality of orientation to be provided to job-seekers before they leave for foreign labor markets.[break]
Purna Chandra Bhattarai, director general of DoFE, said most of the orientation centers failed to produce appointment letters, training certificates and contract letters of trainers.
“We have sought written clarification from the firms violating the guidelines. We will suspend the licenses of the centers if we are not convinced with their clarifications,” said Bhattarai. DoFE had carried out inspection on 25 orientation centers in the capital for last two weeks. Around five dozen such centers are operating in the capital.
During two-weeks of inspection, DoFE officials had also found firms imparting training to fewer workers than the number submitted to DoFE. Some of the orientation centers have not even recruited trained instructors and produced fake trainees in the class rooms.
DoFE stated that those found to have dishonored the guidelines are Lumbini Multiple, S&S, Bikiran, Tower Info, Welcome, Dobhan, HR Matters, Solid Orientation, Rajnesh, Alliance, United, Malika, Far West, Chetana, Access Career, TS, Task, Shining Moon, Sangam, Juchhe, Dhanad, Tripple, Sukarma, Singor and Signing Moon.
Some of the orientation centers lacked necessary infrastructure such as audio- video materials as required in the guidelines.
Foreign Employment Regulations 2007 has made it mandatory for job aspirants to take orientation class before leaving for foreign job markets. The regulations has also set the standard that requires orientation centers to appoint trainers with Training of Trainers (ToT) certificate, register with government and follow orientation syllabus approved by the Foreign Employment Promotion Board.
The two-day orientation is aimed at informing the job seekers about legal system, religion, nature of jobs, traffic rules, job safety and ways to tackle problems arising in the destination countries.
