A Special Committee was formed on July 30 comprising the CPDCC Chair and top leaders of four major political parties to agree upon the constitutional draft with public submissions and present it to the CPDCC.The Special Committee had presented the report with the demarcation of province boundary to CPDCC on Saturday night following a prolonged discussions and consultations. Some 56 members had aired their views at the meeting of CPDCC held from 11.00 am to 5.00 pm today.
CPDCC President Dr Baburam Bhattarai said that his committee has mandated the Special Committee to prepare a report incorporating recommendations received to the meeting. The report with recommendations will be presented to the CA today.
When asked regarding dispute on the demarcation of boundary of some districts, CPDCC President Bhattarai replied, "We have proposed Federal Commission to address disputes regarding delineation of federal setups. The Commission will settle the boundary issue".
Informing that the discussion and dialogue on the report is on as it is not the final one, he said the differences likely to be addressed will be narrowed down and the unsettled ones will be discussed in the CA.
The Special Committee has come up with an agreement for federating the country into six provinces based on the recommendations of the people across the country on July 20-21. The report has guaranteed the proviso of full press freedom. It has also included the phrase 'exploitation meted out by the unitary state system' which the Dalit community has been raising.
Likewise, the report has enshrined a provision in the new constitution that the President and Vice-President will be of different gender or community. The report has also specified the phrase 'We will promulgate the constitution from the CA' replacing earlier phrase 'We will proclaim the constitution from the CA'.
It is also stated in the report that any off-spring can get citizenship certificate only on condition of his/her father or mother is a Nepali citizen by descent. The report has proposed an arrangement in the new constitution that the special, protected or autonomous region for the social and cultural preservation and development as set out in the law.
The report has mentioned that Mayor, Deputy Mayor, Ward Chairperson and Ward Members of municipality would be elected through first-past-the-post electoral system.
Likewise, an arrangement has been specified to make Chief Secretary and Nepal Army Chief the member of the National Security Council. The provision was not made in the earlier draft. RSS
