Business advisory committee meeting to change CA calendar

KATHMANDU, April 13: The Business Advisory Committee of the Constituent Assembly (CA) is convening at 11 a.m. Monday to review the CA’s calendar after major parties concluded that passing more than 20 bills and preparing final statute draft by April 23 will not be possible.



The committee comprising members from all political parties in the CA is set to reschedule the timeline for preparing preliminary draft of the statute. [break]


Deferral of the deadline will affect the entire schedule but the parties will not change the time for promulgation of the constitution, according to a member close to CA Chair Subas Nembang.

The CA is holding its meeting for the first time since January 18. The CA members were deployed to villages to collect opinion for the statute in this period. All the 40 committees have submitted their reports to the CA Chair but opinions of people collected in the field are yet to be tabulated and analyzed.


The CA meeting has been scheduled at 2 p.m. Monday, an hour before the meeting of Legislature-Parliament is set to begin. The parliament meeting has been stalled for seventh time in two weeks because of boycott by second largest ruling party, CPN-UML. The CPN-UML has been demanding arrest of the murderer of their cadre Prachanda Thaiba in Chitwan and implementation of past agreements. Main opposition Nepali Congress has been supporting the issues raised by the CPN-UML.


Following the patch up between Maoists and the UML on Sunday, House meeting is expected to run smoothly on Monday.


Prime Minister Pushpa Kamal Dahal is holding meeting with Nepali Congress and another opposition party, Tarai Madhes Democratic Party leaders Monday to request them to let the House run.


As per the CA calendar, the winter session of the House was scheduled to prorogue by Monday but the House has not been able to enter into its agenda because of the boycott by NC and UML. About 20 bills are due to be passed by this session.
