The report submitted by the sub-committee to Agriculture and Water Resources Committee on Sunday has recommended that the government should come up with a separate law to bring private guthi under the legal ambit.A sub-committee led by lawmaker Kashi Nath Adhikari submitted the report. The report states that as the current legal provision does not require private guthis to submit their details to the Guthi Corporation, private guthis have not been submitting their details giving rise to financial irregularities. Therefore, it is necessary to come up with a separate law to bind private guthi legally.
"The draft constitution has copied guthi related provisions from the interim constitution without making any changes. So, the draft also does not bring private guthi under the jurisdiction of the Guthi Corporation. So, we have suggested improving the proposed provisions," said Adhikari.
Likewise, the sub-committee also suggested that the government should provide a certain portion of land to tenants who have been using land owned by guthi for livelihood. Currently, there is a practice of transferring ownership of land owned by guthis in the name of individuals.
Similarly, the sub-committee has also recommended the committee to direct the Ministry of Land Reform and Management to implement an action plan prepared to solve guthi problems last year.
