According to party leaders, the memorandum, with the signatures of 156 lawmakers, meant to show Chairman Pushpa Kamal Dahal that he is in a minority in the PP with just 78 lawmakers. [break]
"The memorandum has raised a moral question over the authority of the chairman who leads both the party and the parliamentary party," said party Secretary CP Gajurel from the Baidya faction.
Some leaders from the Baidya faction also stated that the chairman should resign from the PP as two thirds of the lawmakers are not satisfied with his working style.
"He even sent those who lost the CA elections as ministers and did not implement the earlier party decision ensure 33 percent representation of women," stated a leader close to Baidya.
While speaking at the meeting, Dahal admitted that he did not send 33 percent women into the government as decided by the Standing Committee.
Baidya and Bhattarai have forged a tactical alliance to cut Dahal down to size. Dahal is the chief of the three organs of the Maoist movement: Front, party and the PLA.
"The alliance has been forged not on the basis of our ideas, but to end the totalitarianism of the chairman," said CC member Maheshwor Dahal from the Baidya faction.
Bhattarai has staked claim to leadership in the front, which includes leadership in parliament, and Baidya in the party organization.
